What fraction can be used to create a proportion with 4/12

To have a proportion you must have a scaling factor. A scaling factor is a number which is multiplied by something. With my answer the scaling factor I used it 2. The ratio of any two corresponding lengths in two similar geometric figures is also called a scale factor.
