Why are regressive taxes considered unfair to lower income taxpayers?

Such tax policies benefit wealthy individuals or those in wealthy families disproportionately. Certain payroll taxes, such as Social Security in the United States, are regressive in that there is a cap so that higher income earners pay a lower proportion of their overall income than lower earning people.

the answer is D, meaning that the tax is levied on something other than the income but ends up being a higher percentage than it would be for the higher earner.
