Because there are 12 inches in a feet, convert 5 1/2 feet to inches. This will get you 66 inches. So Ramiro sits 66 inches from the bookshelf, there fore Michelle is closer.
Answer: Michelle is closer.

64 = 5 feet 4 inches (5 1/3)
5 1/2 = 66 inches
So Ramiro sits farther from the shelf
