True.
So long as k<4/5, the inequality is satisfied and so the value can be classed as a solution if i'm not mistaken.

15k+3<15 subtract 3 from both sides
15k<12 divide both sides by 15
k<12/15
k<4/5
Since 3/5<4/5, k=3/5 is a solution to the inequality.
So the statement is True.
