16 is equivalent to 2/3 therefore you just multiply by 3/2 because 2/3 times 3/2 gives you one which would give you the number of square feet per hour and x would be the amount of square feet per hour made. To show in steps...
16=2/3x
16(3/2)= 2/3 (3/2)
24=1 hour

You divide 16 by 2 to get how many tiles that are laid in 1/3 of an hour. Then multiply that by 3 to get how many tiles in one whole hour. The answer should be 24.
