I believe the answer is C because B would most likely be incorrect since there were very primitive styles of the printing press in areas of America in the time of the American Revolution (I think). A, I don't really know how King could really restrict that if he wasn't even on the same continent. So using the little common knowledge I have and what I know already, here you go.
