The absolute value of anything simply means ensuring that the value has positive result irrespective of its former sign. it is represented as |x|, where x is the value

so, |-6| = 6

and

|+6| = 6 too

Looking at the phrases

|winning 6 marbles| = winning 6 marbles

|owing $3| = owing $3

|6 degrees below normal |= 6 degrees below normal

|accont balance of -$6| = account balance of $6

So, almost all option has an absolute value of 6 except owing $3

There it is the only phrase that cannot be described by the same absolute value expression as the other three because instead of having an absolute value of 6 like the others, it has an absolute value of 3
