total candy = 6 1/8 pounds = 49/8 pounds
Each treat bag holds = 3/8 pounds
Number of bags = 49/8 ÷ 3/8 = 49/8 × 8/3 = 49/3 = 16 1/3
Thus 16 bags will be completely filled and there will be some candy left.
So 16 bags can be filled.

if you turn the mixed number 6 and 1/8 into an improper fraction you would get 49/8. 49/8 divided by 3/8 would turn into 49/8 times 8/3. The answer is 16.3 as a repeating decimal
