The correct answer should be D) When it was overturned by the Voting Rights Act, the Federal government was given the authority to oversee elections

The problem with it was that the whole voting process was influenced by counties that were rural so no one from a city could ever effectively become the state's senator or a president. When the VRA happened, the policy of one vote one person was returned back and the CUS was deemed unconstitutional.
