Our constitution allows for a system of checks and balances between the three different branches of the federal government. This includes the executive and legislative branch. The legislative branch (aka Congress) can limit the power of the executive branch (aka president) by overriding a presidential veto. A veto is an action that a president can take to stop a bill from becoming a law.

This action can be overridden by Congress by a 2/3rds vote in both the House of Representatives and the Senate. If this bill gets the necessary votes, than the bill becomes a law without the president signing it.
