Pinchback's first involvement with politics in Louisiana was a state delegate in the constitutional convention that created the first constitution in the state. Later, he became a state senator.

He became the first black governor in Lousiana who passed 10 legislative bills on a short term. One of his legislative bills founded the Southern University and earned protest in New Orleans Creole.
