The SALT I agreement was first proposed by the American President Lyndon B. Johnson, once the U.S. found out that the Soviet Union had started a massive Intercontinental Ballistic Missile buildup designed to reach parity with the American's.

The Strategic Arms Limitation Talks I resulted in various treaties that regulated the production of missiles capable of carrying nuclear weapons, not only from the Soviet Union but from the United States too.
