10% of 30 = 30/10 = 3

70% of 30 = 3*7 = 21

OR

Multiply 30 by 0.7 = 21

70 % means
(70)/(100).

"of" means a multiplication.

The class is composed of 30 children.

Therefore :

(70)/(100)*30

= 0.7*30

=21

So, 21 children got level 4.

Hope this helps !
