Why was the lend leasing act created?

It was created to help United States defenses. It was created allowing the US to lend or lease weapons and supplies to other nations that were in alliance with the US or helping the US.

The lend-lease program provided for military aid to any country whose defense was vital to the security of the United States. The plan thus gave Roosevelt the power tolend arms to Britain with the understanding that, after the war, America would be paid back in kind.
