Why did Franklin Roosevelt attempt to appoint six additional justices?

1)He wanted to ensure his New Deal legislation would pass.
2) He felt that there weren't enough judges.
3)He believed that the older judges should be replaced with younger judges.
4)He thought that they could hear more cases and expedite the judicial system.

The answer would be A or 1 He wanted to ensure his New Deal legislation would pass Because he didn't believe that his ideas would pass if they were voted unconstitutional.
