When an exponent is negative, it can be rewritten as A^(-n)=1/A^(n) where A and n are any number and n is not equal to zero.

For your problem it can be rewritten as (1/(5^8))x(5^4)

which equals (5^4)/(5^8)= 1/(5^4) or 5^(-4)
