98=all tents


98=14 units
divide by 14 both sides
7=1 unit

food=9 unit
1 unit=7
times 9
9 unit=63

retail=5 unit
1unit=7
times 5
5 unit=35

f/r=9/5 could be the system

b. 63 food tents

c. 35 retail tents
