The answer would be
D) x > -2.
1. add 15 to both sides ( -9x < 3 + 15 )
2. simplify 3 + 15 to 18 ( -9x < 18 )
3. divide both sides by -9 ( x > 18/-9 )
4. simplify 18/9 to 2 ( x > -2 )
