The 1942 Beveridge Report spelled out a system of social insurance, covering every citizen regardless of income. It offered nothing less than a cradle-to-grave welfare state. That was the great promise dangled before the British electorate in 1945. I hope my answer has come to your help. God bless and have a nice day ahead!
