C would be your answer because :
(5 • 1)+4=9 is equal to (7 • 1)+2=9.
I hoped I helped! If your wondering how a middle schooler knows this. It's because I am being taught above what I am supposed to. *not bragging if anyone thinks I'm am just letting people know that I didn't use a calculator or anything.* :)
