The Soviet Union and its satellite nations refused to take the money offered by the United States in the Marshall Plan. The Soviet Union knew that the US was using this plan as a way to make allies in order to stop the spread of communism in Europe. This is why the Soviet Union turned down the money.

The Soviet Union's refusal to take the money signaled to the US that the Soviet Union had a much different agenda after World War II. This helps to split European into two spheres, one controlled by communism and one controlled by capitalism. In order to have more global power, the US develops the policy of containment to stop the global spread of communism.
