Option B. 106 cannot represent anything, 106% is not a valid percentage. There is no probability about that. However, all the other numbers seem valid, so there.

The probability of any event happening must range from 0 to 1. Anything outside of these bounds is not a possible probability. Therefore, D. 1.06 is an invalid probability.
