The % margin of error means that the real value is in the range between the mean less the margin error and the mean plus the margin error. This is [ mean - % of error, mean + % of error]. Then, in this case the error of +/- 2% means that the expected population proportion that wants flexible working hours is between 60% - 2% and 60% + 2%, which is between 58% and 62%.
