In what way were southern redeemers successful in their attempts to weaken Reconstruction?

Black Codes--when Democrats regained political positions, they passed black codes which took freedoms away from blacks.

The Redeemer governments were the return of Democrats to the Southern governments. Redeemers returned the South "back to order" under old social systems with black codes. The Black Codes restricted black voting and social rights.
