I would say, yes, that this relation could be a function. This is because here you have an independent and dependent variable. Independent and dependent variables are also known as X and Y variables (X is the independent variable and Y is the dependent variable). The independent variable is the variable that is changed (in a controlled way) or manipulated. Time is a variable that is changed (purposefully) in this table. The number of pages could be a dependent value because the number of pages changes based on how many minutes were spent reading. In other words, the number of pages read DEPENDS on the amount of time spent reading.
