I think the answer is 28(B) because you can not create a arithmetic sequence with any other answers.
The sequence for that row is 7,14,21,28.
You add 7 to the previous term.

is your answer
look at the first column, the order is + 3
1 + 3 = 4
4 + 3 = 7
7 + 3 = 10
You are given the number on the top of x, and it equals 25
plug it into the order.
25 (+3) = 28
(B) 28
is your best answer
