Why did the phrase "liberty, equality, and fraternity" become an empty promise to the average french citizen during the revolution?

Because street justice kangaroo courts were prevalent during the revolution

while the revolution main ideology was freedom, liberty and fraternity, in the very least it wasn't, because good people, and nobles were being subjected to humiliation and unfair trail in the streets, in what was is known kangaroo court system.
