What is a claim of policy?

A claim of policy states someone's position according to a specific necessity.

Claims of policy are often presented as essays or articles in which a person states his/her opinion about situations that should be changed or improved.

The following verbs are often used in a claim of policy: must, should, need or ought.

An example of a claim of policy would be: "Abortion must be legalized in the American continent".
