The supreme court serves US federal government as:

d. It determines whether any actions by the executive and legislative branches are unconstitutional.

Reason for other option:
a. Because appointing all federal judges would lead to a very "one-sided" jurisdiction and promotes bias.

b. It cannot be either because the supreme court on average only accepts 80 cases a year though it receives thousands of requests.

c. It is also incorrect because the supreme court does not practice "judicial restraint" it is actually known as "judicial review.

Therefor judicial restraint only represents a minuscule version of judicial review.
