The given equation y=a
x^(2).+bx+C represents a degree 2 equation .The equation drawn on a graph represents a parabola.The value of a decides if the parabola will open up or down.It can be negative or a positive number but not 0.

If a=0 then equation will represent a straight line .

If a is negative parabola opens down.If a is positive parabola open up.

The value of a is only negative is False.
