The U.S. Supreme Court has the authority to examine a regulation or a statute and verify wheter they contradict the United States Constitution. A judicial review was the power that the court was using when reviewed the Religious Freedom Restauration Act. Although the Constitution doesn't mention specifically the power of judicial review, it does implied it, according to the Articles III and IV.
