The line through the two given points has slope
.. (1 -(-3))/(4 -(-4)) = 4/8 = 1/2
The perpendicular line will have a slope that is the negative reciprocal of that,
.. -1/(1/2) = -2
So, the point-slope equation of your line is
.. y -3 = -2(x +4)
