(x-3)² + (y+5)² = 16

Explanation:

Radius will be half of diameter means that radius = r = 8/2 = 4.

With Center (h,k) the equation of circle is

(x-h)² + (y-k)² = r²

so by putting values answer will be

(x-3)² + (y+5)² = 4²

(x-3)² + (y+5)² = 16
