There are two neap tides per month because:

The moon and sun are at a 90-degree angle to Earth twice a month.

Neap tides are also known as moderate tides. The lunar tide is partially cancelled when the moon and the sun are at a 90-degree angle to Earth, or being at right angles. This event happens twice a month thus creating neap tides twice a month also.
