There's 10+40 = 50 grams of stuff overall (that "stuff" being salt and water). Of this total, 10 grams are salt so 10/50 = 1/5 = 0.20 = 20% is salt. Therefore this is a 20% salt solution.

We can say "20% solution" or "20% salt solution" to be more specific of what kind of chemical mix it is.
