You need to solve for x
3 1/3x + 5.3 = -2
subtract 5.3 from both sides
3 1/3x = -7.3
write the mixed number as an improper fraction
10/3x = -7.3
rewrite
10x/3 = -7.3
multiply both sides by 3
10x = -21.9
divide both sides by 10
x = -2.19

To check:
3 1/3x + 5.3 = -2
3 1/3(-2.19) + 5.3 =?= -2
-7.3 + 5.3 =?= -2
-2 = -2
This proves that -2.19 is the answer

Hope this helps
