Volume of O2=8.23 litres
Remember volume of gases are equal if there are moles are equal
1 mole of O2 makes 2 moles of water vapour
So volume of water vapour would be twice the volume of O2
Volume of water vapour=8.23* 2
Volume of water vapour=16.46 litres
In this question you dont need to find any moles.
Because the mole ratio in gases is equal to volume ratio of gases
