1) when finding a perpendicular line, you take the slope and use the reciprocal (you flip it) and change the sign (from negative to positive or positive to negative)

-3 ---> 1/3

2) plug in the slope into a new equation

y=1/3 x + b

3) plug in the points

b=3

4) rewrite the equation

y=1/3 x + 3
