Point-slope form is:

y - y = m(x - x)

Slope-intercept form is:

y = mx + b

First we need to find the slope. Perpendicular lines have opposite reciprocal slopes, so we need to flip the fraction and multiply by -1. The slope of the given line is 1/5, so the new slope will be -5.

Now put it in point-slope form.

y - (-3) = -5(x - 8)

y + 3 = -5(x - 8)

Now for slope-intercept form, solve for y.
