-9y + 4 < -7y - 2

Add 7y to both sides:

-2y + 4 < -2

Subtract 4 from both sides:

-2y < - 6

Divide both sides by -2. Remember that when you multiply or divide an inequality by a negative number, the inequality sign changes direction.
