Why might a state implement its own Religious Freedom Restoration Act?

to protect religious practices and use religion as justification for controversial practices

to prohibit the practice of one religion so as to protect those who practice another religion

to protect the tax-exempt status of religious groups and institutions in the state

to allow for state tax revenue to fund both public and parochial schools equally

None of the above. It would be implemented at the demand of the people to allow for the free practice of their beliefs.
