The constitution provides a parliamentary system of government and guarantees of certain fundamental rights. In this framework, the Emperor of Japan is "the symbol of the State and the unity of the nation" and has a purely ceremonial role, without having any sovereignty. The constitution was drafted by a team of about twenty Americans during the Allied occupation that followed the Second World War, in a mission that was kept secret until the 1970s. • Equality: The Constitution guarantees equality before the law and prohibits discrimination based on "political, economic or social relations" or "race, creed, sex, social status or family origin" (Article 14). The right to vote can not be denied on grounds of "race, creed, sex, social status, family origin, education, assets or income" (Article 44). Equality between the sexes, introduced into the Constitution by the only woman who participated in its drafting, Beate Sirota Gordon, is explicitly guaranteed in relation to marriage (article 24) and early childhood education (article 26).
