Hearing is the initial meeting where questions are being asked to the accused prior to trial and usually being done in a less formal manner.
During the hearing, both parties could make a negotiation that may prevent a trial from being conducted. If the certification holders do not submit a request for hearing, they would automatically have to face trial.
