When Mikhail Gorbachev came to power, Ronald Reagan agreed to meet openly with all Soviet leaders. Later in Moscow, Reagan and Gorbachev would sign the Treaty of Reduction of Strategic Weapons for the elimination of intermediate-range nuclear missiles.
