What I would do is simplify
First boat- Travels 40 ft every 5 seconds= 40/5= 8/1 so 8 ft per second
Second boat- Travels 56 ft every 8 seconds= 56/8= 7/1 so 7 feet per second

The first boat travels the fastest with a speed of 7 ft per second
