What is decentralization in the urban context? -- What does it mean?

Answer: Decentralization is the transfer of power, control of activity is distributed to subordinates or to people working beneath them

Explanation: For eg: in company culture when a manager decentralized their power to their subordinates or subjects

and if we look at the Indian judiciary system, the supreme court has decentralized its power to high and districts courts rather than keeping them to itself, it has many benefits as it lessens the burden of main organization and person, proves very effective still there are critics for this system

critics think that it reduces their power makes them look weak and powerless. No one listens to a superior organization their opinion doesn't matter

although I agree with decentralization as this transfer of authority can take an organization in a positive direction , subordinates work harder they are motivated and it lessens the burden of authority
