Under the Mexican Constitution of 1917 the government imposed a severe restriction to the Roman Catholic Church. This was because the new president believed that The Church provided the dictatorship named Victoriano Huerta with support. Moreover, some delegates contributed with the idea that the Church conspired against Mexico´s progress.The restrictions included full,free and secular liberty educationally wise.

In addition, the property of all land had to be owned by the Nation of Mexico and as a consequence it was the right of Mexico to do with those lands as they wish. In accordance with this article in the constitution, The Church´s lands were included.
