The first meeting of the congress was in march 1789 placed in New York, in that meeting they had to decide many things related to the creation and management if new departmets sucha treasury, war and foreing affairs and a system of taxation; the first decision they made was for the president washington, that decision was related about " the time and the manner of administering certain Oaths" and it was set on June 1, 1789.


One of the most opponent to this law was Delegate James Wilson of Pensilvania, who said that a good goverment did not need these oaths.
