NC 1956=Goes to states legislature as an amendment to constitution --PASSES and NC remains segregated until 1971

-- Even with pupil assignment act, school system has the right to shut down a school if being threatened by integration

--And parents have the right to remove their child from public school and have a voucher to send them to a private school

The Pearsall Plan proposed to delay integration of black and white american students by passing the Pupil Assignment Act, which established a criteria, apparently race-neutral, that should be taking into account when making student assignments. However, in the practice, local officials used that act to frustrate the black students who wanted to transfer to white schools. It was in opposition to Brown v. Board of Education.
