This law require voters to pay a certain amount of money before they can cast out their vote. Since many African American live in extreme poverty at that time, this made large portion of African American unable to vote.

•literacy test

Literacy test requires potential voters to pass a reading test before they're considered to be eligible to vote. At that time, many African American couldn't afford to receive proper education and large portion of them weren't eligible to vote because of it.

•grandfather clause

The grandfather clause was an extension of the literacy test. It allows all the people who owned the right to vote before 1867 to be able to vote even without passing the literacy test. (African Americans was still enslaved and did not have the right at that time).

This clause was specifically made to allow illiterate white citizens to vote while specifically excluding African Americans.
